Dr. Patrick Stumm is Managing Director and Public Affairs specialist with more than 10 years experience in European Public Affairs in Brussels. He has been an EU Advisor on regulation and funding on several EU programs. He spent three years working as a European Affairs Consultant for the European Business Forum. For two years he worked for Brussels media EurActiv, creating public affairs strategies for several corporate clients. Prior to that Patrick was working in the Information Unit for the European Commission, DG Enlargement, developing communications strategies for new EU member states, and Liaison Committee and sports unit member for the European Commission, DG Education and Culture.
Patrick holds a Ph.D. in Political Sciences from the German University of Gottingen and studied in Padua (Italy), Madrid (Spain) and Bournemouth (United Kingdom). He is a native German speaker and speaks fluent English, French, Italian and Spanish.
Dr. Caspar Ebrecht is Director EU Policy and EU Regulation. He is a German-qualified lawyer with more than 10 years experience in European Public Affairs in Brussels. Caspar has worked for different international law firms in Brussels and has extensive expertise in EU competition law, state aid and public procurement law. He has been advising national authorities on public procurement law issues in relation to infrastructure PPPs. Prior to working as a lawyer, he spent time in a State Aid Unit for the European Commission, DG Competition, working on cases involving telecommunications and public undertakings.
Caspar studied law at the Universities of Munich and Freiburg and holds a Ph.D. from the Humboldt University of Berlin. He worked as a research assistant for two years at the Institute of Energy and Competition law of the Humboldt University. Caspar is a native German speaker and speaks fluent English, French and Portuguese.
Julian Hale is Communication Advisor with more than 15 years experience in in European Public Affairs in Brussels. Julian has been writing, editing and translating articles and information relating to the EU and NATO for around ten years. He is mother tongue English and speaks French, Spanish, Italian and German. He has a very good eye for detail and enjoys the challenge of understanding complex subjects and writing about them in as accessible and interesting a way as possible.
